WHERE WE WORK.
We work at the state level.
States are laboratories of democracy. We work at the state level because change in state and local policies are least well-funded, and highest-impact, shaping life in communities close to change.
We're inspired by Detroit.
Birthplace of the middle-class, Motown, and arsenal of democracy itself, Detroit proves anything is possible, no matter the circumstances. Our work is Michigan-first, exporting our learnings to states nationwide.

Bold ideas are useless collecting dust on shelves. We pair policy work with campaign prowess to build public understanding, educational resources, and demand for action on new ideas—shaping new political possibilities and brighter futures.

In 2022, Scout will
Launch "Our Future"
As a % of GDP, ARP and the Infrastructure bill are the size of the New Deal.
2022 will determine what states across the country do with it.
We have a once-in-a-generation opportunity to change the shape of the country by addressing critical needs of communities across the country. We can ensure access to clean water, clean energy & broadband, and build green-spaces, places to learn, and the community infrastructure we need to thrive.
Scout's OUR FUTURE program will:
- Design bold ideas to invest funds in critical and inspiring ways
- Support leaders with research and policy as they determine the bets they'll make
- Create campaigns to shape the conversation, drive demand for high-impact investments, and secure sustainable, ongoing revenue sources to fund our future
- Engage the community in prioritizing the change they'd like to see, and...
- Launch our capstone project—to be announced in 2022—designed to prove impossible impact is possible,
- starting in Michigan.
